10U Division Rules and Guidelines


 

Skill Emphasis for the 10U Division
The main emphasis for the 10U Division is to continue the learning process started in the younger divisions while maintaining a fun and positive environment. The basics will continue to be taught. Proper throwing, catching and hitting techniques will be taught as well as the basic rules and fundamentals of the sport. Players we will be exposed to higher levels of play and competition including keeping score, standings, sliding, bunting, game strategy, etc. Umpires will be utilized and must be treated with respect at all times from the coaches, players and parents.

Definitions
1. Manager - The adult responsible for the team member’s actions on the field as well as at any event at which they are directed to remain together as a team. A manager represents the team in communications with the league as required and with the opposing team. In the event the manager cannot attend a game or event or must leave during a game, the manager will designate a coach as “acting manager”. The manager is to direct playing activities, training, discipline and conduct of all team members.

2. Assistant Coach/Coaches -
 In addition to the manager, each team may have an assistant coach or coaches who will function as a member of the managing staff. Note – The manager and coach/coaches must complete a Live Scan screening per PAL.

3. Chaperone - If the manager or the assistant coach is not an adult female, the manager must designate an adult female as the chaperone. The chaperone will attend all team functions to ensure the safety of the team members. If the chaperone cannot attend, or must leave early from a team function, she must designate an acting chaperone.

4. Regulation Game - A League scheduled game is one and one-half hours or 7 complete innings (6 ½ if the home team is leading), whichever comes first.nAny inning started prior to the ninety-minute time limit will be completed. An inning will be considered to have started as soon as the last out is made in the previous inning. Regular Season games may end in a tie. Tie-Breaker(Tournament/Post Season Play Only): At the end of one and one-half hours or 7 complete innings, if the teams are tied, the tie-breaker rule will be in affect. All pitching restrictions are lifted during tie-breaker play.

5. Tie-Breaker Rule (Tournament/Post Season Play Only)- Pitching restrictions are lifted. The offensive team shall begin its turn at bat with the player who is scheduled to bat last in that respective half inning being placed at second base (e.g. if the number five batter is the lead off batter, the number four batter in the batting order will be placed at second base).

6. Home Team - The home team is the first team on defense in all games and will use the 3rd base dug out. The home team is responsible for preparation of the playing field.

7. Visiting Team - The visiting team is the first team on offense and will use the 1st base dugout. The visiting team is responsible for clearing the field of trash and equipment as required. After the last game of the day, will ensure all applicable equipment is returned to the equipment storage area and trashcans are dumped in dumpster and stored.

 

Playing Field
1. The 10U Division shall utilize 60’ base distances.
2. The 10U Division shall utilize a 35’ pitcher’s place distance.

Equipment
1. Any bat meeting the requirements of SEC.1.A-L in the ASA Rule book is an official bat for league play.
2. The 10U Division shall utilize an 11” ASA approved softball for Junior Olympic play (hard ball).

 

The Game
1. The 10U Division shall play by the rules set forth by the ASA for fastpitch softball, Junior Olympic (JO) play except as follows:
a. When superseded by the following AVGSL Rules and Guidelines
b. When superseded by the Inter-League Tournament rules as set forth by the PAL organization for Inter-League Play

2. A minimum of 7 players are required to start and finish the game. Failure to field 7 players at any point in the game will result in forfeiture of the game. This rule will apply even in the event of a player having to leave during the game or being unable to continue the game due to injury.

3. Each player shall play a minimum of 2 innings (6 Defensive Outs, Continuous Batting) with at least one inning being in the infield. There shall be no limit to the number of times a player may re-enter the game with the exception of the pitcher position (see pitching rule).

4. Each team shall position 10 players in the field while on defense, 4 of which shall be in the outfield. Outfielders must be positioned on the grass outfield and CANNOT cover a base to accept a throw on a force out.

5. Pitching - The “windmill” delivery shall be utilized. Each pitcher can pitch 11 outs per game. Each pitcher may only re-enter as a pitcher one time per game provided they have not pitched their maximum number of outs. If a pitcher exceeds the 11 out rule, even one pitch to the potential 12th out, they will be removed from the game, offensively and defensively. Exceeding the 11 out rule due to a double or triple play will result in no penalty to the pitcher. No pitcher will be allowed to continue to pitch in a game if she hits 3 batters in one inning or 5 batters during a game.

6. Hit by pitch - A batter, who is hit by a pitch from the player pitcher and not considered a strike, shall be awarded first base (ASA Rule). Exception: If no attempt is made to avoid being hit, the batter will not be awarded first base. If the pitch is ball four, then the coach pitcher comes in to pitch. A player hit by a pitch from the coach pitcher must continue their at-bat with the pitch counting as one of the coach pitches. There is NO dropped third strike rule for the 10U Division. (ASA Rule)

8. NO WALK RULE - There are no walks in the 10U Division. If a batter receives 4 balls, a coach or designated adult pitcher will deliver a maximum of 3 pitches. A foul ball on the third pitch will be declared a no-pitch and replayed until the batter puts the ball in play or strikes out. The inherited strike count will remain in place. A coach pitch may be called a strike even if the batter does not swing, if it does pass through the strike zone. (i.e. – If the batter has a count of 4 balls and 2 strikes, the coach pitcher will enter, if the first pitch the coach throws is a called strike or a swinging strike, the batter is out.)

9. Coach pitching - The coach pitcher is allowed 3 pitches (See Rule 8, No Walk). The coach pitch must be delivered from the pitchers plate. If a coach delivers a pitch from a place other than the pitchers plate, there will be a warning for the first occurrence and the pitch will be considered a no-pitch and re-played. Additional occurrences will be considered a strike. Coach pitchers are allowed to coach the batter on count, swing or stance prior to the pitch. Coaches cannot coach the batter-runner or runners once the ball is in play and the coach pitcher is on the field. Result, the batter is out and runners are returned to their original position. Coaches must make every attempt to avoid a batted ball while in the pitcher’s circle. A batted ball striking the coach pitcher while in the pitchers circle is a live ball. A coach may remove himself from the field of play during a live ball. However, if the coach is deemed to have interfered with the play while leaving the field, the batter will be out and runners will be returned to their original positions. Use good judgment and timing when removing yourself from the field. Once off the field (fair territory) you may begin coaching the batter-runner and/or runners.

10. Pitcher position - The pitcher must remain in the pitching circle (one foot in and one foot out) when the coach pitcher is delivering pitches, typically to one side or the other.

11. Pitchers circle - Once the pitcher has control of the ball in the pitchers circle, runners can only advance to the base they were going to. The hesitation (look-back) rule will be in effect.

12. Batting - All players present will be placed in the batting line-up, continuous batting. Players arriving late will be added to the bottom of the batting order. Players unable to take their turn at bat due to injury or absence (must leave early) will not result in an automatic out. They will simply be removed from the batting order and the game for the remainder of the game. Coaches must notify the opposing team of the removal of a player from the game prior to their turn at bat.

13. Bunting - Bunting is allowed in the 10U Division only while the player pitcher is delivering pitches. There is no bunting or fake bunting off of the coach pitcher.

14. Lead Off - A player make take a lead-off after the ball has left the pitcher’s hand.

15. Stealing - Stealing is allowed throughout the entire season in the 10U Division while the player pitcher is delivering pitches. There is no stealing while the coach pitcher is in the game. A player may not leave the base until the ball leaves the pitcher’s hand. A player may only steal one base per pitch, no exceptions! No additional bases are awarded for throwing errors, even if the ball goes out of play. A player may not steal home, they must be batted in to score. A player who tries to steal additional bases or home may be put out while off of the last touched base. If they make it safely to the next base or home, they will be returned to the last touched base.

16. Sliding - Sliding is not required in the 10U Division. However, it is the burden of the offensive player to avoid a collision. No Collision rule.

17. Maximum Runs - There is a maximum of 6 runs per inning per team. The offensive half of the inning will end as soon as the 6th run safely crosses home plate, regardless of the number of runners remaining on base. There is no scenario in which a team can score more than 6 runs in their half of the inning.

18. Mercy rule - If either team is ahead by 8 runs after 4 complete innings, the game will be over. Note – Do not stop the game after 3 ½ innings if the home team is ahead by 8 or more runs unless all players have had the opportunity to bat.

19. The infield fly rule will not be enforced in the 10U division.

20. To maximize the actual playing time, there will be one minute and no more than 5 warm-up pitches between innings.

21. Coaches position - Defensive coaches must remain in dead ball territory on their designated side of the field. Offensive coaches must remain in the coaches boxes while on the field and/or in dead ball territory on their designated side of the field.

22. Umpires - The umpire's decision on the field will be final. No protests allowed.

23. Only the scorekeeper is allowed behind the backstop.
